Kerry M. Kartchner is an employee of the U.S. Department of State currently assigned to the Defense Threat Reduction Agency, where he is serving as the Senior Foreign Policy Advisor to the Associate Director for Strategy and Plans. He is also a Distinguished Faculty member in Missouri State University’s Graduate Department of Defense and Strategic Studies, where he teaches courses on arms control, strategy, defense planning, and strategic culture. He is the co-editor of a textbook, Strategic Culture and Weapons of Mass Destruction, as well as other publications. His PhD and MA in International Relations are both from the University of Southern California.
